European Union: 17 fundamental issues and 4 priority areas to fuel the European electoral debate and prepare the strategic agenda 2024-2029.

On March 21, during the European Council, the report « Europe 2040: Tomorrow is today. Co-building a global, sustainable, and responsible power » (https://europanova.eu/conclave/report) will be made public. This report is initiated by a dozen European personalities, including Guillaume Klossa, president of the think tank EuropaNova, the ambassadors of France and Italy, Philippe Étienne and Piero Benassi, the German political scientist Daniela Schwarzer, and the former commissioners Étienne Davignon and António Vitorino.

This report is the outcome of a 3-day Conclave organized by EuropaNova, directed by Isabelle Négrier. The Conclave was held at the presidential palace in Cascais, at the invitation of the Portuguese President Marcelo Rebelo de Sousa on November 24-26 last year. The Conclave brought together 46 Europeans (https://europanova.eu/conclave/participants-au-conclave-2023/), including Portuguese Prime Minister António Costa, Bulgarian Deputy Prime Minister Mariya Gabriel, former Polish Prime Minister Jan Krzysztof Bielecki, political scientists David Farrell and Ivan Krastev, and the president of the European Round Table, Jean-François Van Boxmeer.

Together, they identified 17 fundamental issues to better anticipate upcoming crises. Among these: conditions for new enlargement, joint management of demographic and migration issues, a possible accelerated disengagement of the United States from Europe, and the end of the budgetary taboo.

According to Guillaume Klossa, the initiator of the Conclave and coordinator of the report with academics Loukas Tsoukalis (Geopolitics), Jean-Pierre Bourguignon (Science and Technology), Maria João Rodrigues (Development Model), and Daniela Schwarzer (Democracy): « The transformation of the EU is a priority objective from Lisbon to Warsaw. It is up to the heads of state and government to draw the consequences, as well as to the future Parliament and Commission. » He adds: « The European Union must equip itself with strategic planning tools to strengthen the capacity of leaders and citizens to project themselves together into the future. »

In continuation of its action of general European interest, EuropaNova, in partnership with Politico, will organize debates with the French leading-candidates for the European elections: Jordan Bardella on March 28, Valérie Hayer on April 3, and Raphaël Glucksmann.
